Role Specific Advancement Model (RSAM) Bargained for Nurses
Effective June 27, 2021, all nurses in role-specific advancement model (RSAM) roles hired before October 10, 2018, will transition from an exempt status to a non-exempt status. This change was negotiated as part of the 2018 collective bargaining agreement and was maintained as part of the one-year supplemental agreement, negotiated in 2020. The change in accrual rates is outlined in paragraph 328 of the contract.
This change means staff will move from the exempt PTO accrual rates to the non-exempt PTO accrual rates. Nurses hired after October 10, 2018 are already using the non-exempt accrual rates and time off reporting processes.
Based on seniority dates, staff with less than 10 years of service at U-M will experience a reduction in PTO accrual rates until they reach the next seniority level.
The change in accrual rates is outlined below for full-time 1.0 appointments:
Use the PTO Accrual Chart for N1/2 (non-exempt) Nurses to determine accruals for part-time or less than 1.0 appointments.
Additionally, these staff members will report their PTO and all other exception time to the 1/10th of an hour (hour for hour) instead of in half-day increments starting 6/27/2021. As a timekeeper or supervisor you are required to ensure time is reported correctly for this change. *This means no longer using RPN or RPD to fill in ½ days where PTO is not reported.
Nurses who are affected by this change were notified via email on June 16,2021. Timekeepers and supervisors of affected staff received a communication and a spreadsheet with affected staff listed on June 16, 2021.
If your staff members have questions, you can provide the above information or refer them to paragraph 328 in the contract. You can also refer them to their union representative.
United Physician Assistants at Michigan Medicine (UPAMM) contract implementation
Thank you to those who attended this week’s webinar regarding implementation of the UPAMM contract. We recognize that there is a lot of work to be done and appreciate all of you who took the time out of your day to attend the session and learn more about the contract.
Attached to this week’s Timekeeper Update are a draft of the agreement for your reference, and a brief overview document that highlights some of the important changes included in the contract. Please note, this is not the final contract so it will be important to read the final contract once it is available.
As we mentioned in the webinar, the Labor Relations Team is working on developing an FAQ to provide additional information and guidance on implementation of the contract, and hope to have that ready to distribute for next week’s communication.
