Paid Medical Leave Act of 2018

Under the state of Michigan’s Paid Medical Leave Act of 2018, the university is required to provide paid sick time to staff who meet certain criteria.

On January 1, 2024, 332 temporary and part-time staff gained access to a new paid sick time benefit for 2024 under this legislation. These employees worked at least 25 hours per week during the previous calendar year and do not receive at least 40 hours of existing types of paid time off. Eligibility is assessed every January 1 or with each new qualifying appointment within the calendar year.

The eligible  staff members received an email notification on January 10 and will use the time reporting code “SPL – (2018 Act) Sick Paid Leave” to report paid sick time.

Reminder! January Sell Back Dates

A reminder of important dates for January’s Sell Back:

Pay periods where Sell Back should be reported:

  • Biweekly pay period: 1/7/2024 - 1/20/2024 
  • Monthly pay period: 1/1/2024 – 1/31/2024

If Sell Back hours are not reported (missed) before the appropriate payroll cut-off, report the hours as a prior period adjustment (PPA) in the pay period noted above and allow the hours to pay out on the following paycheck. Requests for off-cycles will be sent back with direction to enter a PPA instead.

PTO and Vacation Payouts

Employees may be eligible to receive a payout of their PTO or Vacation hours in situations such as termination, retirement, RIF, and other unpaid leaves of absence.

Employee must meet years of service (YOS) requirements in order to be eligible for payout.

  • Non-bargained for - requirement is two years of service at UM PTO Policy
    • Review applicable agreement for bargained for eligibility requirements.

The U-M Health Payroll Office cannot process a PTO or Vacation payout until an employee’s last paycheck has been issued. This allows us to verify the accuracy of the final paycheck and allow all leave time usage to process.

PTO or Vacation accruals may be reduced in the month the appointment was made inactive depending on the effective date.

PTO or Vacation accruals may also be reduced when reaching a threshold of certain reported hours in a calendar month. Please refer to the resources below for more detail.

In order to ensure a timely payout paperwork to update the appointment must be submitted and approved prior to the effective date of the change.
