The House Officers Association (HOA) is an independent union representing Michigan Medicine’s 1,200 interns, residents and fellows. From February 2023 until June 2023, bargaining teams from Michigan Medicine and HOA negotiated a new four-year contract. The contract was ratified in June 2023 and is in effect until 2027.
The University’s bargaining team is led by Brian Sumner, Michigan Medicine’s Labor Relations Advisor and Hakim Berry, Michigan Medicine's Director of Labor Relations. The bargaining team include, Dr. Scott Gitlin, Assistant Dean for Graduate Medical Education; Dr. Laura Hopson, Professor & Associate Chair for Education, Emergency Medicine; Chris Rupkey, Administrative Manager for the Office of Graduate Medical Education; Dr. Marc Thorne, Professor & Associate Chair, Otolaryngology and Program Director, Otolaryngology Residency Program; Dr. Sapan Ambani, Associate Professor of Urology & Associate Program Director, Urology Residency Program; Lisa Miller, Program Administrator, Internal Medicine Residency Program; Scott Marquette, Associate Chief Operating Officer for U-M Health and Administrative Liaison for the HOA Agreement; and Sarah Diebel, Human Resources Manager.
The HOA bargaining team is comprised of Robin Tarter, Steve Smith, and Dominic Barbato from the HOA Office, and HOA members: Matthew Basinger (Emergency Medicine), Ilana Fischer (Otolaryngology), Elizabeth Southworth (Obstetrics and Gynecology), Jaclyn Mauch (Plastic Surgery), Sam Schuiteman (Internal Medicine), Emily Ager (Emergency Medicine), Elise Corden (Pediatrics), Jamarie Gellar (Psychiatry), Alexis Holman (Internal Medicine), Nadine Ibrahim (Otolaryngology), Connor Knowles (Psychiatry), Kat Krukowski (Anesthesiology), Joseph Linzey (Neurosurgery), Haley Marber (Child Neurology), and Rachael Tesorero (Emergency Medicine).
